The BTO renovation package, line by line

A package is only useful if each line can be checked. Four distinctions run through every quotation we write, and each one changes what you should ask.

  • Permission

    Approval is not workmanship.

An approval answers whether the work may be done. It does not answer how the work is prepared, installed or tested.

  • Material

A material is not an assembly.

The tile, board or coating is one part. Preparation, junctions and fixings decide whether the assembly performs.

  • Concealment

    Concealment is a maintenance decision.

Before something is closed in, we agree how it will be reached for servicing, repair or replacement.

  • Completion

    Completion is not occupation.

Finishing the contracted work does not settle ventilation, curing or readiness to move in.

Drawn detail, not a photograph of a completed project: the floor build-up, the upstand at the wall and the drain penetration are the parts a short quotation line leaves out.

HDB renovation rules: what approval misses

Most renovation disputes start with a document that was read as a guarantee. We keep the questions separate, because one answer does not settle the next.

HDB approval
Whether the proposed alteration may proceed. It does not settle how the work is installed, tested or finished.
Company registration
That the business is registered in Singapore. It does not settle the qualification a particular task requires.
Waterproofing warranty
The defects and periods the warranty names. It does not settle the junctions and penetrations it excludes.
Material certificate
The product, model and tested conditions. It does not settle the assembly it is installed into.
Practical completion
That the contracted work is finished. It does not settle ventilation, curing or readiness to occupy.

We explain the document, the work it covers and the condition it addresses. A certificate, an approval and a warranty each answer a narrower question than the reassurance attached to them.

Condominium work: check the MCST before the design is fixed

Sourced · High confidence

For a condominium, the unit boundary, the common property and the estate's own rules can narrow what the design may do. We ask for the MCST's requirements and read them with the sale and purchase agreement before a layout is treated as settled.

Limit: Guidance to check; the actual restrictions sit with each MCST and its by-laws.

How a BTO renovation cost is built

We do not publish a rate per square foot. Two flats of the same size can need different work, and a rate hides the line that moved.

The same flat can be quoted three ways. Only one of them lets you check the line.

Scope
What is removed, supplied, installed and made good. A short line can hide the preparation behind it.
Specification
The material, the method and the standard the finished work is checked against.
Interfaces
Where one trade stops and the next starts: waterproofing to screed, screed to tile, cabinet to wall.
Access and sequence
What has to happen before something can be closed up, and what has to wait for it.
Existing conditions

A price is only comparable when the scope behind it is written down. We would rather send you a scope you can check than a number you have to trust.

3-room, 4-room and 5-room BTO renovation

The flat type changes the questions, not the standard. Choose one and the scope note below changes with it.

Choose a flat type to see what the quotation has to pin down.

A smaller floor plate does not make the scope simpler. The bathroom build-up, the service routes and what stays reachable still set the order of work.

  • Bathroom floor assembly and its junctions
  • Service routes that stay accessible
  • Kitchen and wardrobe runs measured on site

More rooms in the sequence, and more than one wet area to detail. Each interface is named before it is priced.

  • Every wet area detailed as its own assembly
  • The order of trades across the rooms
  • Access for delivery, skips and work

Longer runs of tile, cabinetry and service route. The interfaces multiply, so the written scope has to name each one.

  • Long tile and cabinetry runs, and their joints
  • Built-ins planned around future access
  • Service routes across a larger plan

BTO renovation timeline: the order that matters

The BTO Renovation SG Method is 7 steps from the first look to handover. The sequence is fixed. The dates depend on the flat, the approvals and what the work reveals.

  1. Property

The property and the proposed work

We start with the flat type, the rooms you plan to change and the conditions we can see. Assumptions that still need checking stay on the list.

  2. Feasibility

    Feasibility and responsibilities

We check restrictions, approvals, existing services and the specialist input the work needs before treating a design as ready.

  3. Scope

    Scope and commercial terms

The quotation names materials, methods, interfaces, exclusions and who is responsible for each. Payment milestones and variations are written, not implied.

  4. Installation

    Installation and access

We plan preparation, sequence, testing and future maintenance. Decisions that become costly after enclosure are settled first.

  5. Changes

    The agreed work and changes

We build to the defined scope. When a condition changes, we document the variation and its effect before the changed work proceeds.

  6. Completion

    Completion and records

We check the work against the agreed scope and the relevant tests. An observation stays an observation until the cause is established.

  7. Handover

    Handover and aftercare

We explain maintenance access, warranty scope and the care each installed component needs, and keep occupation questions separate.

We do not quote a completion period before the scope and the flat are known. We give you the sequence, the dependencies, and what would move them.

How to choose a renovation contractor

Ask the same five questions of every quotation in Singapore. The answers separate a price from a scope, and a promise from a commitment.

  • Responsibility

Who is responsible for each trade

Registration is not the qualification for every task. Ask who signs off the electrical work, the waterproofing and the installation.

  • Exclusions

    What the quotation leaves out

The exclusion list tells you more than the inclusion list. Ask how a variation is priced before it happens.

  • Checks

    What is inspected, and when

Ask what is checked before the work is closed up. A test after enclosure proves less than one before it.

  • Records

    What is written down

Ask for the written scope, the payment milestones and the warranty terms in one place.

  • Aftercare

    What happens after handover

Ask how concealed work will be reached, and who to call when it is not working.

What we will not promise

Three assurances we leave out on purpose, and what we put in their place.

  • Timing

No completion date before the scope

Access, approvals, existing conditions and specialist sequencing move the date. We give a sequence and its dependencies, not a promise that ignores the flat.

  • Labels

No label used as a specification

Waterproofing included and low emission are labels. We name the system, the covered work and the test condition instead.

  • Certificates

No certificate as a whole-home assurance

A certificate answers a narrower question than the reassurance attached to it. We say which question it answers.

Who this is not for

  • You need a fixed total before anyone has seen the flat. We price a scope, not a guess.
  • A single headline number is the only thing you want to compare. The written scope is the service.
  • The work sits outside residential renovation in Singapore.

Risks and common mistakes

  • A short quotation line that leaves preparation, junctions and testing undefined.
  • A change described as minor that moves adjoining work, access or sequence.
  • A warranty compared without its covered defects, exclusions and claim process.
  • A visible stain or a hollow sound diagnosed before the source is established.

BTO renovation questions, answered plainly

The questions we are asked before a quote, including the ones that are hard to answer in one line.

Can you give me a price over WhatsApp before seeing the flat?

We can tell you what drives the number and what we need in order to price it. A figure given before the scope is known is not a quote, so we ask for the flat type, the rooms you plan to change and the work you want compared.

Is HDB approval the same as good workmanship?

No. Approval answers whether the proposed alteration may proceed. Workmanship is about preparation, installation, junctions and testing. One does not verify the other.

Does a waterproofing warranty cover a leak?

It depends on the defects, exclusions and periods the warranty names, and on whether the leak comes from a covered junction or a penetration outside it. We define the covered work before the work starts.

Can I supply my own tiles or fittings?

Often yes, but the responsibility changes. We agree who supplies, who checks quantities and who carries a defect in the supplied item, and we write it into the scope.

Can we move in as soon as the work is finished?

Completion of the contracted work is one milestone. Ventilation, curing and the checks you want before occupation are separate, and we plan them with you rather than assuming a fixed waiting period.

What happens if we change our mind during the renovation?

We document the change, its effect on adjoining work and the revised price before the changed work proceeds. A change described as minor can still affect access or sequence.

Do you coordinate electrical and air-conditioning work?

We integrate those requirements into the renovation sequence and identify the tasks that need an appropriately qualified specialist. Their responsibility stays distinct from the general renovation work.
